Privatized Housing
At Vandenberg AFB, military family housing is privatized. Balfour Beatty Communities (BBC) owns the family housing and is responsible for maintaining, repairing, constructing and managing the community. In addition to your option to purchase and rent housing in the local community, you now may choose to live in privatized housing by signing a tenant lease agreement with Balfour Beatty Communities.

Applying for Privatized Housing
Contact the HMO as soon as you know you are moving to Vandenberg AFB. The government housing team will provide you the latest information about privatized housing and details about the application process. The HMO will also update you on any base specific policies regarding residing in privatized housing.
Community Amenities
Privatized housing is comparable to housing in the local community and provides a wide variety of amenities and support services.
Community features include playgrounds, a jogging track, picnic tables, barbecue grills, sports fields, Dog Park, swimming pool, Spray Park, tennis, basketball and sand volleyball courts. Additionally, a Community Center which includes a multi-purpose room equipped with a full kitchen, fitness room and sauna are just some of the amenities provided by Balfour Beatty Communities at Vandenberg AFB.

Paying Rent for Privatized Housing
Similar to living in the local community, you will sign a tenant lease agreement, typically for a one-year term. Your lease includes a military clause and a lease termination clause. You pay your monthly rent by authorizing an allotment of your BAH that is paid directly to the Property Manager. If your move occurs prior to the allotment start date, then you will need to pay the pro-rated rent directly to the Property Manager. The Tenant Lease Agreement spells out all relevant rent payment terms and conditions.
Gas and Electric Utilities
At this location, newly constructed and renovated homes in the community have been metered for gas and electric (with the exception of 132 excess homes not planned for renovation). Now that all required homes are metered a period of mock billing and data collection will begin in January 2013 to establish the average utility costs for the homes. During this one-year timeframe, residents will receive a mock bill depicting their actual gas and electric consumption each month along with the associated cost to help educate them on their typical energy usage and appropriate conservation practices. At the end of the one year mock billing period (1 January 2014), the average utility costs will be used to establish a Utility Allowance and residents will begin receiving actual utility bills for these services. Since the Air Force supplies the Privatized Housing area with gas and electric service, Balfour Beatty Communities will continue to receive your full BAH which will cover your rent and utility consumption within the Utility Allowance established for your home. Residents whose consumption exceeds the approved Utility Allowance for their home type will be billed for and required to pay the difference; however, residents who consume less than the approved Utility Allowance will receive a check for the savings! The utility allowance is determined based on 110 percent of the average utility cost (gas and electric) for similar home types. The more energy you conserve, the more money you keep in your pocket!
