Upon arriving in the KMC, you must attend the mandatory initial briefings. The briefs cover eligibility for Temporary Lodging Allowance (TLA), counseling and guidance prior to signing a written lease or rental/sales contract for housing. All newly arriving Air Force active duty members will receive their initial housing briefing during the two day Ramstein-In-Processing evolution. All newly arriving Army members will receive their initial housing briefing during the Army In-Processing Training & German Head Start course. It is advised to wait until you arrive to secure housing in order to tour available units.

WHAT IS HEAT?

Housing Early Assistance Tool (HEAT) creates an easy on-line experience to connect you, the Service Member, with your future destination and offers an on-line venue to obtain housing assistance prior to a PCS transfer. HQ Air Force Housing has successfully implemented HEAT across the AF Enterprise so members can reach out to installations when preparing for transition. Installations are accessible through the HEAT tool across CONUS and most OCONUS installations. Members should use HEAT when preparing to transfer to their new assignment. Housing options

  • Government Housing

    For many families, living in government housing provides easy access to a wealth of community services and amenities such as schools, youth programs, Commissary/Exchange, and food services. This is especially true in overseas locations where you will find yourself dependent on the support facilities and services on the installation much more than those in the U.S. Living within government housing provides a safe and secure place to reside and provides a mentoring and supportive environment for families.

    Government housing is provided to military members who meet the appropriate criteria. This includes:

    - Members with command sponsored dependents authorized to reside with them
    - Military-Married-to-Military couples assigned to same or adjacent base and reside jointly

    Contact the Military Housing Office (MHO) if you have any questions about the housing eligibility criteria at this location.

    KMC Housing
    We offer government housing in 3 different locations:

    - Ramstein
    - Vogelweh
    - Landstuhl

    Our inventory consists of 3 and 4 story multi-unit stairwell buildings and townhouses. All units have 110 and 220 volt electrical outlets, built-in dishwasher, mini-blinds or rolladens and ceiling fans.

    Townhouses have small private yards and an attached garage. You will be responsible for yard maintenance and snow removal whether you decide to live on or off base. Cable television is available at occupant expense (no satellite dishes or external antennas are authorized in base housing).

    Waterbeds and outside storage sheds are not permitted. Privately owned outside recreation equipment may be installed inside the back yards of townhouses with prior approval of the Housing Office. Schools and playgrounds are located throughout the housing areas.

    Applying for Government Housing
    Applications can be submitted upon arrival and during the mandatory housing brief. As long as you attend the housing brief and apply for government housing within 30 days of arrival, you will be placed on the waiting list effective the date you departed from your previous installation. After 30 days, the application date will be the date of the walk-in.

    Please be sure your application identifies and includes supporting documentation for an impending promotion or gain of dependents so that you can be placed on the appropriate waiting list.

    Storage is not available at Ramstein AB. Members are encouraged to take advantage of the non-temporary storage option prior to PCS, since government housing, off-base housing and apartments may be smaller than stateside homes. Excess property shipped that will not fit or is too large for your house at Ramstein will not be stored nor will be shipped at government expense.

    Wait List for Housing
    Average waiting times for government housing vary depending on your housing category, number of bedrooms authorized, and area preference limitations. If you limit your area preference(s) to where you want to reside, your wait times may be extended based on availability of housing in the area(s) of choice. You will be offered housing based on your area preference and
    availability. The MHO will help you find a home in the local community and provide you with information on housing allowance authorizations until government housing becomes available. See Featured Documents to view wait times at KMC.

    Personal Property Insurance
    You need to obtain legal liability and personal property insurance for your possessions and should choose the options and amounts that best fit your needs and lifestyle.

    There are several types of insurance (personal property, liability, pet insurance and legal representation) members may purchase to protect their property and tenant rights. We strongly recommend you consider buying commercial insurance to protect yourself in case of fire or a major loss. A common policy for this coverage would likely be a renter's liability insurance, which would cover your personal property and damages to your rental. "The Find-It Guide", under Featured Links, lists several companies you may want to contact. Be smart and plan ahead!

    Before purchasing your insurance, please consult the MHO for more information about coverage.

    Furnishing Management 
    Loaner furnishings are provided for use when personnel are awaiting delivery of their personally owned HHGs or when outbound personnel desires to ship their personally owned HHGs prior to terminating their residence. Loaner furnishings are not to exceed 90 days.

  • Unaccompanied Housing

    Army Barracks All single and unaccompanied Army personnel E-6 and below are required to live in Army barracks unless they receive a statement of non-availability from Army Housing to live on the economy.     Airmen Dormitories

    Unaccompanied Air Force E-1 – E-3 and E- 4 with less than 3 years of service must report to the Dorm Reception Center located on Ramstein AB bldg. 2108 or Kapaun AS bldg. 2771

    Base Specific Policy During your base orientation, an Airman Dorm Leader or Dorm Reception representative will inform you on all base-specific policies as well as resident responsibilities.

    UH Management Office Staff The UH Management Office is staffed with professionals that can assist with all of your housing needs. Staffs vary but can be comprised of non-commissioned officers (NCO), Senior NCOs and some bases have civilian employees. The assigned military are Airman Dormitory Leaders (ADL). These members are highly motivated personnel dedicated to ensuring that residents receive quality service. ADLs will provide you guidance and advice on UH life as well as mentor you on succeeding in the Air Force.

    Room Assignment Procedures  
    Once notified of your assignment, contact your gaining unit and request to be assigned a sponsor. Your sponsor will be another military member assigned to your unit and will assist with your move. Your sponsor or gaining unit must then contact the Dorm Reception Center to notify them of your impending arrival date and work to secure your room assignment. Once you receive your orders please provide your sponsor one copy to include a copy of your government and or commercial travel itinerary in order to obtain your room assignment. Sponsors: Room assignments may be obtained no earlier than 72 hours prior to the inbound Airman’s arrival date.

    NOTE: Airmen arriving during normal duty hours without a room assignment; have your sponsor escort you to the Dorm Reception Center located on Ramstein AB bldg. 2108 or Kapaun AS bldg. 2771 Airmen who arrive on the weekend or after normal duty hours DO NOT check into lodging on or off base; have your sponsor contact the On-Call Airman Dorm Leader in order to obtain your room assignment.     Resident Responsibilities You will be expected to keep your room and any shared living space clean and tidy. Cleaning supplies and equipment can be provided to you free of charge. You will also be accountable for your room and the furnishings provided. Residents may be held liable for any damages beyond normal fair wear and tear.

    FURNISHINGS  All rooms are fully furnished and are equipped with 110V and 230V outlets. New residents are provided one set of bed linens. Please refrain from shipping any additional furnishings prior to your arrival. Ramstein AB does not offer temporary storage facility for excess house hold good (HHG).

  • Community Housing

    Housing in the Local Community
    The Military Housing Office (MHO) provides all DoD personnel with a personalized service to assist in locating suitable housing in your new host country. Moving to a new country can often be confusing and stressful; however, it can also be exciting. Living off base provides members and families the chance to experience a new culture and make friends with their host country neighbors. The MHO will assist you every step of the way to help you find your new home in the local community.

    Housing Services
    Contact the MHO as soon as you know you are moving. The government housing team will provide you the latest information on the local housing situation as well as local laws governing off-base housing. The MHO partners with landlords, realtors and property managers to make sure you receive the most current information about the local housing market. Please be advised, In accordance with DOD policy, the Ramstein AB Housing Office no longer validates rental rates.

    The MHO monitors off-base rental listings to ensure that they are safe and adequate.

    The MHO can assist you by:
    - Providing translation services to establish appointments to view available units
    - Negotiating lease contracts
    - Assisting in establishing utility services
    - Providing furnishings support. See Furnishings Management for a list of the Duration of Tour Items available.

    Sponsors are relied upon to provide transportation to assist members in their house hunting quest. The MHO also has a placement team that can assist in locating housing and providing transportation during normal duty hours. However this service is by appointment so please contact the MHO for further information. NOTE: Pets will greatly limit your range of choices for community housing in any bedroom category.

    After you move into your home, the MHO is available for on-going assistance with translation services should you need to communicate with your landlord.

    Community Housing Units
    The MHO provides up-to-date listings of available economy units, translation services, and landlord/tenant mediation.

    Approximately 10,500 rental units are scattered throughout 300 villages within a 20-mile radius of Ramstein AB and Kaiserslautern. One, two, and three bedroom units are available. There are units with four bedrooms and higher but are somewhat more difficult to find.

    Many landlords do not allow pets, so ask before making any commitments. Most off-base units now have built-in kitchens, but the Furnishings Management Offices will provide a kitchen range, refrigerator and kitchen cabinets when required. They also will provide a washer/dryer and bedroom clothes closets.

    Realtor Services
    The use of local realtor services is typically unnecessary and is not recommended unless a home for rent is only listed with a specific realtor. In OCONUS, if you choose to use realtor services, discuss fees up front, as some realtors charge a finder's fee and government reimbursement is rarely authorized. To request government reimbursement for realtor services in OCONUS, you must submit a request for authorization through the MHO before signing a lease or contract. In CONUS, fees for realtor services are not reimbursable.
