Lackland

At Joint Base San Antonio - Lackland (JBSA-LAK), military family housing is privatized. Balfour Beatty Communities owns the family housing and is responsible for maintaining, repairing and managing the community. In addition to your option to purchase and rent housing in the local community, you now may choose to live in privatized housing by signing a tenant lease agreement with Balfour Beatty Communities.

Applying for Privatized Housing

Contact the MHO as soon as you know you are moving to JBSA-LAK. The government housing team will provide you the latest information about privatized housing and details about the application process. The MHO will also update you on any base specific policies regarding residing in privatized housing.

Community Amenities

Privatized housing is comparable to housing in the local community and provides a wide variety of amenities and support services.

Community features such as tot lots, playgrounds, a resort style pool, tennis courts, volleyball courts, basketball courts, parks and green spaces, illuminated jogging trails, covered pavilions with BBQ grills and a community center are just some of the amenities you will find at Balfour Beatty Communities. As a resident of privatized housing, contact the Property Management Office to obtain more specific information on the services available at your location.

Paying Rent for Privatized Housing

Similar to living in the local community, you will sign a tenant lease agreement, typically for a one-year term. Your lease includes a military clause and a lease termination clause. You pay your monthly rent by authorizing an allotment of your BAH that is paid directly to the Property Manager. If your move occurs prior to the allotment start date, then you will need to pay the pro-rated rent directly to the Property Manager. The Tenant Lease Agreement spells out all relevant rent payment terms and conditions.

Gas and Electric Utilities

At this location, homes in the community are not metered and your rent will include these utility costs, up to your full BAH amount. For more information about your utilities, please contact the Property Management Office.

Personal Property Insurance

You need to obtain legal liability and personal property insurance for your possessions and should choose the options and amounts that best fit your needs and lifestyle. Before purchasing your insurance, please consult the Property Management Office for more information about coverage.

Randolph

Privatized Housing

At Joint Base San Antonio - Randolph (JBSA-RND), military family housing is privatized. Hunt Military Communities owns and manages the family housing and is responsible for maintaining, repairing, constructing and managing the community. In addition to your option to purchase and rent housing in the local community, you may also choose to live in privatized housing by signing a tenant lease agreement with Hunt. The website provides information you need to know about the homes and amenities available in the privatized housing community.

Applying for Privatized Housing

Contact the MHO as soon as you know you are moving to JBSA-RND. The government housing team will provide you with the latest information about privatized housing and details about the application process in a welcome package. The MHO can provide base specific policies regarding residing in privatized housing. Waiting times fluctuate seasonally and vary depending on rank and bedroom entitlement. Exceptional Family Member Program (EFMP) status does not grant advanced placement. Requests for priority assignment will be reviewed and approved on a case-by-case basis by the Installation Commander through Hunt and the MHO. Housing units consist of four-bedroom duplexes and 3-4 bedroom single-family homes with a maid's room. All units are equipped with stoves, refrigerators, dishwashers, connections for electric washer/dryer and a storage area. Active Duty military members assigned to JBSA-Randolph are considered target tenants. They are categorized as Priority 1 (K&E) and Priority 2 (all others including support agreements and independent duty personnel). All others are considered "Other Eligible Tenants", Priority 3 can only be housed if the target tenant list has been exhausted. Leases for Priority 3 members are for a one year period. If housing is then needed for a target tenant you would be required to move off base at your own expense. Please contact the Randolph Family Housing or the MHO office for details. If you wish to apply for on base housing in advance, the MHO requires: - A copy of your PCS Orders front and back (including any amendments). - Documentation of dependents not listed on orders. - The Asset Management Referral Checklist - complete and sign. - Application for Assignment to Housing (DD Form 1746) - Sex Offender Disclosure and Acknowledgement (AF Form 4422) - and, Randolph Family Housing (HUNT) Application. Once all items are received by the MHO, your application will be processed, sent to Hunt and you will be added to the waitlist. All documents are on the Randolph Family Housing website. Application Eligibility Date is 60 days prior to your "Report No Later than Date" annotated on the orders unless that date is in the past. If it's a past date then the application defaults to the current date for eligibility. If you currently reside off-base in the local area and choose to live on-base in privatized housing, you are authorized a one-time government paid move into privatized housing. When your residence has been designated please contact MHO for move orders and instructions. Should you have items you would like to place in Non-Temporary Storage, you have 30 days from move-in to submit your request to the MHO. These items will remain in storage until you PCS to another location or move off base.

The rental rate for privatized on-base housing is the amount of BAH at the "with dependent" rate for both accompanied and unaccompanied military members. Gas and Electric Utilities

A portion of the BAH is set aside as the Utility Allowance to cover the cost of utilities. The only out of pocket expense will be when the utility amount exceeds the Utility Allowance. Personal Property Insurance

You need to obtain legal liability and personal property insurance for your possessions and should choose the options and amounts that best fit your needs and lifestyle. Members are encouraged to supplement this basic renter's insurance based upon their own assessment of the amount of property or liability coverage needed to protect their own interest. 

School Information

Randolph Field Independent School District is a public school district based in Universal City, Texas. The district serves the children of JBSA-RND military personnel. For more information go to the Randolph Field ISD website or check out the area schools on the Great Schools website.

Fort Sam Houston

Privatized Housing

At Joint Base San Antonio (JBSA), housing on Fort Sam Houston is privatized. The privatization of Fort Sam Houston housing took effect on March 1, 2005. The partnership, between the Department of the Army and Hunt Military Communities is Fort Sam Houston Family Housing, LP (FSHFH). The housing inventory consists of 925 homes in 8 villages (440 acres). The on-post housing is managed by Hunt Military Communities. Hunt Military Communities accepts and processes Service Members application for and assigns on-post housing, maintains the wait list, processes work orders, and conducts resident activities. Hunt Military Communities operates from the Community Centers. The Residential Communities Initiative (RCI) Office provides oversight to Hunt Military Communities and processes all requests for priority on-post family housing for medical needs. Service Members may request priority housing placement based on their medical status or their family's EFMP status. The RCI Office is located in Bldg 407 Dickman Road, Room 229. The RCI Housing Asset Manager can be reached at 273-5253 or RCI Housing Management at 221-2250. In addition to your option to purchase and rent housing in the local community, you now may choose to live in privatized housing by signing a tenant lease agreement with Hunt Military Communities. Applying for Privatized Housing

The Hunt Military Communities housing team will provide you the latest information about privatized housing and details about the application process. Hunt Military Communities will also update you on any base specific policies regarding privatized housing. Community Amenities

Privatized housing is comparable to housing in the local community and provides a wide variety of amenities and support services. Community features such as the conversion of the existing historic Officer's Club to a 13,860-square-foot Resident's Center and 6,120 square feet of office space for the Partnership. In addition, 2 village resident centers at Watkins Terrace and Harris Heights, pools at each resident center, walking and running trails, 18 tot lots, and sport courts throughout the housing villages. Hunt Military Communities provides lawn maintenance i.e. mowing, pruning and edging to all unfenced areas and shrub and tree pruning twice a year in housing. Hunt Military Communities also provides a comprehensive interior and exterior pest control program to every home. As part of the Preventative Maintenance Program, each home will be assessed quarterly for routine maintenance items such as replacement of air filters and mechanical inspections. Hunt Military Communities Property Management and Hunt Military Communities Maintenance Operations staffs meet your needs on a daily basis with 24-hour, seven-days-a-week emergency maintenance response. Requests may be submitted in person, by telephone or online. All emergency service requests are responded to within one hour from receipt of a call after business hours and 30 minutes from receipt of a call during normal business hours. Routine service requests will be completed by the end of the following business day. These are just some of the amenities you will find at FSHFH.

Paying Rent for Privatized Housing

Similar to living in the local community, you will sign a tenant twelve (12)-month lease agreement which automatically converts to a month-to-month once the initial twelve (12)-month lease ends and you don't renew your lease. Your lease includes a military clause and a lease termination clause. You pay your monthly rent which is the BAH with dependent rate by authorizing an allotment through DFAS to Hunt Military Communities. If your move occurs prior to the allotment start date, then you will need to pay the pro-rated rent directly to the Hunt Military Communities via a cashier's check or money order. The Tenant Lease Agreement spells out all relevant rent payment terms and conditions.

Gas and Electric Utilities

At JBSA-FSH, homes in the community are metered and FSHFH participates in the Resident Mock billing (Resident Pay) Utility Program. The Resident Mock Billing (Resident Pay) Utility Program is mandated by Office of the Secretary of Defense (OSD) in a national effort to conserve energy. OSD Policy (1998) and DA Policy (2004) require residents of RCI housing to be held responsible for utilities. Intent of policies is to provide residents with an incentive to conserve energy and an incentive for RCI Partners to construct and renovated housing using energy efficient methods and material. The more energy you conserve, the more money you keep in your pocket! The monthly utility allowance is based on the average consumption used in the actual house you live in and other similar houses of like kind and age. A third-party company is provided the actual consumption for each home by City Public Service Energy (CPSE). The third-party company calculates the information from CPSE and provides amuck bill to you that reflects the baseline, your usage, and amount you would owe or be owed if this was an actual bill. The baseline is calculated monthly in order to take into account fluctuations in weather. HMC pays for the residential water, sewer, trash, and recycle programs at JBSA-FSH. Personal Property Insurance

HMC provides a limited renters insurance policy to protect the contents of the home and will provide limited liability protection for the resident. You are encouraged to obtain additional insurance for your possessions and should choose the options and amounts that best fit your needs and lifestyle. Before purchasing your insurance, please consult HMC for more information about coverage. HMC requires all residents to maintain a policy of liability insurance issued by an authorized insurance company that provides limits of liability in an amount of at least $100,000 per occurrence. HMC strongly recommends that residents secure a renter's insurance policy covering their personal belongings, which also includes personal liability insurance covering their actions. School Information

Fort Sam Houston Independent School District (FSHISD) educates the children of active military personnel. FSHISD is not a part of the DOD school system; it is an independent school district, subject to the rules and regulations of the State of Texas and the federal government. The district is located within the Fort Sam Houston Installation as such the district has the same boundaries as the installation. Lackland

At Joint Base San Antonio - Lackland (JBSA-LAK) we strive to create an inclusive environment that cultivates the development and training of all service members. UH is a personal residence and we strive to provide a modern, functional, well maintained and comfortable home, as well as promote pride, professionalism and personal dignity.

UH is provided for unaccompanied Airmen in the ranks of E-1 to E-3, and E-4 with less than 3 years of service. Each service member is provided a private sleeping room, furnishings, bed linens and supplies required for comfortable living. (Room arrangements may vary depending on location)

Unaccompanied members in the rank of E-4 with greater than 3 years of service and above will move into housing in the local community. Please refer to the Housing in the Local Community section for information and assistance on securing housing.

Amenities

The permanent party UH campus at JBSA-LAK consists of consists of quad units with a shared living space and also 1+1 units with a shared living space. Amenities include  bar-b-que grills, dayrooms with televisions and gaming tables, comfortable seating and free Washers and Dryers.

Restrictions at JBSA-LAK include a no pets policy.

Base Specific Policy

During your orientation, the ADL or UH Management Office representative will inform you of all Air Force and base-specific policies. You will also find more information in the JBSA-LAK Permanent Party Dormitory Brochure.

UH Management Office Staff

The UH Management Office is staffed with professionals that can assist with all of your housing needs. 

Assignment Procedures

As soon as you are notified of your assignment, contact your gaining unit and request to be assigned a sponsor. Your sponsor will be another military member assigned to your unit and will assist with your move. The sponsor or gaining unit must then contact the UH Management Office to notify them of your impending arrival date and work to secure you a dormitory room.

Planning Your Move

Prior to travel, arrange to meet your sponsor or someone from your unit upon arrival at the gaining installation. If you arrive on a business day during normal duty hours, have your sponsor escort you to the UH Management Office. An ADL or a civilian Dorm Manager will take you through the process of checking you into your room and performing a move-in inspection and inventory of the allotted furnishings and supplies.

If you arrive on the weekend or after normal duty hours, have your sponsor make arrangements to pick up your room key from the UH Management Office or acquire a hospitality room for you until you can meet with an ADL or Dorm Manager. If you obtain your room key outside of normal duty hours, it is still a mandatory requirement to report to the UH Management Office the next duty day for in-processing.

Resident Responsibilities

You will be expected to keep your room and any shared living space clean and tidy. Cleaning supplies and equipment can be provided to you free of charge. You will also be accountable for your room and the furnishings provided. Residents may be held liable for any damages beyond normal fair wear and tear. See your ADL or UH Management Office representative if you have any questions about your resident responsibilities.

Inspection Program

The Installation Commander establishes a base-wide UH inspection program focused on health and safety. Squadron Commanders and unit First Sergeants implement the inspection program and visit rooms to ensure that all residents from their squadron comply with installation standards.

Bay Orderly Program

UH residents are expected to assist in the cleaning and upkeep of common areas and shared facilities of their "home." You will periodically be detailed to perform essential cleaning and minor maintenance around the UH campus.

Dormitory Councils

The Dormitory Council is the forum by which residents of an individual dormitory or group of dormitories address concerns about their living environment with a panel of their peers. The purpose of the council is to establish standards for all residents, present solutions for problem areas, establish positive recreational activities and identify facility and furnishing improvements. Participation at your location is a chance to be involved in shaping your living environment and provides an opportunity for personal growth and development in the areas of leadership and personal relationships. Ask your ADL or UH Management Office representative about how you can get involved.

Termination

It is mandatory for unaccompanied members in the ranks of E-1 to E-3, and E-4 with less than 3 years of service to reside in UH. An E-4 residing in UH reaching 3 years of service may be authorized to move out of UH and into local community housing. Contact the UH Management Office for procedures you must follow to clear your room. In certain circumstances, such as to make space available for more junior members, you may be authorized to move out of UH before reaching E-4 with greater than 3 years of service. The most senior members are released first. Your ADL or UH Management Office representative will advise residents when early release is necessary.

 

Randolph

At Joint Base San Antonio - Randolph (JBSA-RND) we strive to create an inclusive environment that cultivates the development and training of all service members. UH is a personal residence and we strive to provide a modern, functional, well maintained and comfortable home, as well as promote pride, professionalism and personal dignity.

UH is provided for unaccompanied members in the ranks of E-1 to E-3, and E-4 with less than 3 years of service. Each member is provided a private sleeping room, furnishings, bed linens and supplies required for comfortable living. (Room arrangements may vary depending on location)

Unaccompanied members in the rank of E-4 with greater than 3 years of service and above will move into housing in the local community. Please refer to the Community Housing section for information and assistance on securing housing.

The permanent party UH campus at JBSA-RND consists of 84 private bedrooms with 230 square feet of living space in Building 394. Furnishings provided in each room include a full size bed, desk with hutch, dresser, mattress, box spring, bed frame, armoire, hutch, desk chair, reading chair, refrigerator, night stand, floor lamp, desk lamp, microwave and built-in breakfast bar with two barstools.

Amenities

Amenities include a theatre room, game room, recreational sports rooms, two common area kitchens, three laundry rooms, four BBQ pits and a pavilion.

Additionally there are 50 rooms in Building 861 (Technical Training Dorm) which are permanently assigned for JBSA-RND personnel. These rooms are a one plus one configuration with 145 square feet of living space. Furnishings provided in each room include a full size bed, desk with hutch, dresser, mattress, box spring, bed frame, desk chair, refrigerator, night stand, desk lamp, and microwave. Amenities include a common area shared kitchenette, day room, entertainment (game room) and laundry room.

Restrictions in JBSA-RND dormitories include: NO PETS (see dormitory managers in reference to fish tanks) and NO SMOKING IN THE DORMITORY ROOMS.

Base Specific Policy

During your orientation, the UH Management Office representative will brief you on all Air Force and location-specific policies. Policies are also outlined in AFI 32-6005 and the JBSA-RND Unaccompanied Housing Brochure.

UH Management Office Staff

The UH Management Office is staffed with professionals that can assist with all of your housing needs. JBSA-RND is managed by two highly professional civilian employees.

Assignment Procedures

Newly arriving members are instructed to read the JBSA-RND Unaccompanied Housing Brochure and adhere to all instructions prior to in-processing with Dormitory Management.

Space Available Rooms

When there is an excess of dormitory rooms, personnel in the ranks of E-4 with greater than 3 years of service and above may be eligible to reside in UH on a space available basis. Contact the UH Management Office to inquire about availability.

Fort Sam Houston

At Joint Base San Antonio-Fort Sam Houston (JBSA-FSH) we strive to create an inclusive environment that cultivates the development and training of Service Members. The Air Force recognizes that the management of Unaccompanied Housing (UH) facilities is critical to the Service Member's development process. UH is a personal residence and we strive to provide a modern, functional, well maintained and comfortable home, as well as promote pride, professionalism and personal dignity.

Currently at JBSA-FSH, UH is provided for unaccompanied Airmen in the ranks of E-1 to E-3 and E-4 with less than 3 years of service and for unaccompanied Soldiers in the ranks of E-1 to E-5. Each Service Member is provided a shared suite with private sleeping room, furnishings, bed linens and supplies required for comfortable living. (Room arrangements may vary depending on location). Unaccompanied Airmen in the rank of E-4 with greater than 3 years of service and above, and unaccompanied Soldiers in the rank of E-6 and above will move into housing in the local community.

The permanent party UH is located on main post and the Medical Center Annex. The three facilities are centrally managed in three story buildings. Benner Barracks is located on main post and consists of 288 barracks spaces in the 1+1 configuration with kitchenette. The new NCO Barracks is located directly across the street from Benner Barracks and consists of 96 barracks spaces in the 1+1 configuration with full kitchens. Located on the Medical Center Annex is Okubo Barracks consisting of 296 barracks spaces in the 1+1 configuration with kitchenettes.

Amenities

Amenities include cook tops and refrigerators in rooms with full kitchens, and microwaves in each room. Common areas include laundry rooms, dayrooms with 52" flat screen televisions, pool and foosball tables, gaming systems, Wi-Fi access, popcorn and vending machines, full kitchens for holiday parties, recreational areas for barbeques, and basketball and tennis courts.

Dorm restrictions at JBSA-FSH include no smoking and no pets in any barracks facility. During your orientation, the UH Facility Manager will inform you of all Army, Air Force and base-specific policies.

UH Management Office Staff

The UH Management Office is staffed with professionals that can assist with all of your housing needs. Staffs are comprised of facility managers who serve as Dormitory Leaders. These civilian leaders are highly motivated personnel dedicated to ensuring that residents receive quality service. Civilian leaders will provide you guidance and advice on UH life.

Planning Your Move

Prior to travel, arrange to meet your sponsor or someone from your unit upon arrival at the gaining installation. If you arrive on a business day during normal duty hours, report to the UH Management Office. A civilian Dorm Manager will take you through the process of checking you into your room and performing a move-in inspection and inventory of the allotted furnishings and supplies.

If you arrive on the weekend or after normal duty hours:

  • Airmen: Your sponsor should make arrangements to pick up your room key from the UH Management Office or acquire a hospitality room for you until you can meet with a Dorm Manager.
  • Soldiers: Units normally sign for the key in advance of the Service Member's arrival.

If you obtain your room key outside of normal duty hours, it is still a mandatory requirement to report to the UH Management Office the next duty day for in-processing.

Ask your UH Management Office representative or Dorm Leader about how you can get involved.

In certain circumstances, such as to make space available for more junior Service Members, you may be authorized to move out of UH before reaching the required termination rank. The most senior Service Members are released first. The UH Dorm Leader or Management Office representative will advise residents when early release is necessary. Utilities in the Local Community

City Public Service (CPS) and San Antonio Water System (SAWS) established an agreement to waive utility deposits for Active Duty U.S. Military. When you have established your account and have an account number, visit the MHO and they will complete the application for deferral and submit on your behalf. You will be required to present an Active Duty Military ID Card, your account number and your full address to the housing representative signing the form. The active duty military member or Power of Attorney must sign the form. Forms are collected and faxed daily to the respective utility company. Allow two weeks for the utility companies to process your request. If obtaining the form after the first billing cycle, the utility company will credit your account with any deposit monies paid. Support services include in/out processing, personal one-on-one counseling assistance in locating temporary and permanent off-base housing, accepting and providing rental and sales listings, maps and directions, processing utility deposit waivers, certifying permissive TDY for house hunting, processing requests for local moves and/or non-temporary storage of household goods, helping members understand their lease agreements and the necessity for a military release clause, mediating and/or assisting in resident and landlord dispute resolution, and other assisted services.

The HRSO partners with the San Antonio Chamber of Commerce, the San Antonio Apartment Association, and various property managers, landlords and realtors to ensure that you receive the most current information about the local housing market.
